Lynn Cline

photo of lynn cline Ms. Cline was appointed to her current position on June 16, 1997. In this capacity, she is responsible for policy formulation and implementation of NASA international activities as well as administration of Space Act awards through the Inventions and Contributions Board. Ms. Cline represents NASA at a number of multilateral fora, most notably the United Nations Committee on Peaceful Uses of Outer Space.

Ms. Cline was Director, Space Flight Division, Office of External Relations, November 1993 - June 1997. In this capacity, she was responsible for international activities related to NASA's Human Exploration and Development of Space Enterprise. Specifically, she provided policy advice and negotiated agreements for human space flight and life and microgravity sciences and applications programs. Ms. Cline was the NASA lead negotiator of the agreements with Canada, Europe, Japan and Russia for the International Space Station, which were concluded in January 1998. During this period, she was also responsible for NASA's relations with Russia and other Newly Independent States of the former Soviet Union.

From June 1990 to November 1993, she was Deputy Director of International Relations, with responsibilities for NASA's programs worldwide. She held a series of International Relations Specialist and management positions in NASA's international office from September 1975 to June 1990.

During her career at NASA, Ms. Cline has at various times had lead responsibility for NASA's relations with the European Space Agency (ESA), Germany, The Netherlands, Scandinavia, India, Russia, and the People's Republic of China. She led NASA negotiating teams through successful conclusion of a number of significant international agreements. In addition to the International Space Station, these include Memoranda of Understanding for the Rosat X-ray satellite mission and the Active Magnetospheric Particle Tracer Explorers with Germany, and the Solar Terrestrial Science Program and the Cassini mission to Saturn with ESA.

Ms. Cline received the American Institute of Aeronautics and Astronautics (AIAA) International Cooperation Award for 1998. She was also selected for the 1997 Presidential Rank of Meritorious Executive. She received the NASA Exceptional Performance Award in October 1997, the NASA Exceptional Service Medal in March 1988 and again in 1993, the Women in Aerospace International Space Year Award in September 1992, and the Federal Republic of Germany Friendship Award in December 1983. She is an Associate Fellow of the American Institute of Aeronautics and Astronautics, a member of the American Astronautical Society and a Corresponding Member of the International Academy of Astronautics. Ms. Cline received her B.A. from East Carolina University in 1976 and her M.A. from the University of California at Santa Barbara in 1979.
