ANSWER from Steve Sokol on April 7, 1997:
No. However, there are 2 emergency landing sites (ELS) in 
Australia...at Darwin and Amberly. These are host country
runways that NASA has deemed suitable for emergency landings
and has worked agreements with the host countries.
