Is there any information available on how close the Earth flyby will be,
 exactly when it will be closest and if it will be visible from the UK?

ANSWER from Terri Formico on June 14, 1999:
The closest approach to Earth is 03.28 GMT, August 18.  The closest
approach npoint will be over the Eastern South Pacific.  Unfortunately the
spacecraft will only be visable from some small islands in the Pacific,
such as Easter Island.
