On Earth, the inner Van Allen Belt is composed of EASTWARD moving 
electrons, the outer of WESTWARD moving protons. On Jupiter, with 
a magnetic field reversed from that of Earth, would we expect this 
movement in the opposite direction?

Yes, that is correct.  With the magnetic field reversed, we would
expect the movement to indeed be reversed
