  4. Develop questions for what is not known about each factor
  5. Identify resources for fact-finding
  6. Complete fact-finding


2. Identify choices of possible decisions

  1. List feasible, realistic and possible decision
  2. Note positive and negative consequences for each with rationale
  3. Eliminate decisions of lesser value through rationale


3. Make your decision
